This is a bill by our colleague from Nebraska (Mr. Bereuter). It was introduced on January 7, 1997, and in yielding myself such time as I may consume, let me read what the bill does in sum and substance: It is to amend the Federal Election Campaign Act of 1971 to prohibit individuals who are not citizens of the United States from making contributions or expenditures in connection with an election for Federal office. Rarely have we had a bill in front of us that is so plain, simple to understand, and so necessary.
