Senator, I am not as familiar as you are with the process, but it seems to me that now there has to be approval, there has to be approval annually for the budget, there has to be approval for the President's move in terms of military activities.

I think this is a very equitable and timely distribution of these funds. I urge my colleagues to support this amendment.
That is boilerplate language that is used. This is something that we do virtually every year because there are always accounting errors, and this allows for the correcting of the accounting errors.
