I did not offer this substitute for cynical reasons. I offered it in case anybody really wanted to change the law. That is our chance tonight. The Democrats had a majority in the House, had a majority in the Senate, and had the Presidency from 1992 to 1994. What did they do? They did not change the law. We have an opportunity tonight in fundamental and real ways to change the election laws of this country. My colleagues can do it by voting for the Thomas substitute. If my colleagues want to make a political statement, as we have done year after year after year, I am sure the gentleman from Massachusetts (Mr. Meehan) will take those congratulations of his efforts over the years. I would much rather change the law. We can do it tonight. Vote ``yes'' on the Thomas substitute.
