I am convinced there needs to be a system in the Senate we can depend on and work with, that we can bring it to a vote and decide yes or no. There has to be that system. That is what this is all about. There seems to be a lot of talk, of course, about the individual candidates we are talking about here who have not been able to be dealt with. But the real fact is it is the system that is in question. That is what it is really all about, and I think we need to deal with that issue. There has been obstruction, frankly.
