I am delighted that we are talking about tax relief for the first time really seriously in 10 years. We have not had tax relief since the early 1980's. It is time we do that. I certainly want to congratulate the chairman of the Finance Committee for bringing this package forward. It is time that we gave some relief to working families, and relieve people who are paying taxes and allow families to keep more of their own money. That is what it is all about. We hear people say, ``Well, there shouldn't be tax relief because we need to balance the budget.'' Their notion is that you have to balance the budget and continue to spend more. But what we ought to be doing is controlling spending. And that is part of what this package does.
