It was the unanimous view of all of the agencies--Secretary of State--Department of State, Department of Defense, National Security Council, literally every one of the interagency agencies believed that the aid was vital and had already been approved and should be released immediately.
Goldman confirmed that all agencies agreed the aid to Ukraine was crucial and should be released.
