None of the funds made available by this Act may be used finalize, implement, or enforce the proposed rule of the Department of Defense, General Services Administration, and National Aeronautics and Space Administration titled ``Federal Acquisition Regulation: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk'' (87 Fed.
