This carefully crafted and skillfully negotiated piece of legislation would end the unfair tariffs that have been targeted at textile, agriculture, high-tech and manufacturing industries. For thousands of families not only in my home State of North Carolina, but also from tobacco producing States from across the south, this legislation is monumental because it ends the Federal tobacco price support system and gets our farmers out from under a government mandate. The current Federal tobacco price support system is the last depression-era farm program in America. Indeed, it is time to get out of the 1930s. This is not a bailout. It is a buyout. It is a buyout of a Federal property interest that dictates what a farmer can and cannot do with his own land.
