I say this to the gentleman from Virginia; I was the original sponsor of the initial enterprise and empowerment zones, and also the latest bill which expands them. While it was not included in the Republican bill, it is in the bipartisan bill. As the gentleman well knows, communities have to file and show their proposals before they are selected by HUD. It makes a lot of sense that those enterprise communities who have done more than have a plan, but demonstrated a success with those plans, should be given priority as we move forward in the next round of selecting the new empowerment zones and the additional enterprise communities.
