I do not think my country and this administration is doing all that it can. It makes a feeble effort to ask for $152.4 million and the gentleman, in his judgment, says, ``I do not like the program so I will give them $100 million, because they got it last year.'' I do not think the gentleman ought to characterize what I said as being out of line with the legislation.
