“Mr. Speaker, this whole concept about if we do not give the money back to the taxpayers that it is going to be spent by the Congress, I do not know what is in the water on the other side of the aisle, but the Republicans happen to be in charge of the Congress. It is almost like a serial killer saying, stop me before I kill again. If they cannot control themselves in terms of this spending, then let the whole world know it before November, but do not say, we are going to waste the taxpayers' money. It will not be ``we,'' it may be ``thee.''”
