Customs has no better friend than myself. When I was prosecuting narcotics cases, they were just as dedicated then in trying to keep those poisons from crossing our borders as they are today. But it bothers me that the gentlewoman from Connecticut (Mrs. Johnson) in calling the bill not sexy would spend most of her time talking about preventing child pornography when the last several speakers on our side were talking about civil liberties. As a matter of fact, I have not heard anyone on the other side deal with this. Mr. Speaker, we can have a good cause and good bill, fight terrorism, but if we ever lose sight of the constitutional rights of people to be protected, their civil rights, then we have lost this battle against terrorism. We have provisions here that say in this bill on the suspension calendar without the benefit of the thinking of the people on the Committee on the Judiciary that we are going to give some type of immunity, immunity to people who violate the rights of other people. The Customs Service did not support these changes. The Department of Justice did not ask for these changes. The Department of Treasury did not ask for these changes, and these changes can violate the very structure of the constitutional rights of our people. So hey, put on the record, Democrats are against child pornography; but let us get on with answering some of the serious constitutional questions concerning civil liberties that our side has raised.
