I had really thought that my colleagues that sit on the Committee on Rules understood substantively what would be in the bill so that when they bring it to the floor, the people have a better understanding as to whether they want the bill to come out in the first place. So I am asking, can my colleague discuss the bill that my colleagues are asking us to rule on at all?
