That is how I started. I could ask the reporter, but I don't want to waste a lot of time on this weekend legislative session. I started asking permission to make a parliamentary inquiry, and that was granted. The SPEAKER pro tempore. The gentleman will suspend. Under guidelines consistently issued by successive Speakers, as recorded in section 956 of the House Rules and Manual, the Chair is constrained not to entertain the request unless it has been cleared by the bipartisan floor and committee leaderships.
