So, ``the chairman of the Ways and Means Committee said that this was a tax increase.'' What is this, Taxes 101? When you and other people come to me and say that we need to get this great bipartisan agriculture bill out, you didn't go to the chairman of the Transportation Committee. You didn't go to the chairman of the Appropriations Committee. You went to the tax-writing committee. Now, when you say you want revenue enhances, when you say you want to raise the money to pay for food stamps, it means you have to get it from somewhere. If you're lucky enough, if you work hard enough, you will find that certain people are not paying their fair share of taxes. And you would find that they go out of their way to go to foreign countries in order to avoid paying the United States obligation. I would be less than honest if I didn't tell you that as far as those people who don't pay any or little taxes, oh, yes, they will consider this a tax increase.
