I was moved by the remarks of the Speaker. I do not think anyone tried harder in this House in working with the minority leader, the gentleman from Missouri (Mr. Gephardt) in trying to bring a solution to the problem that is before this House. I think it is safe to say that the one thing that they tried to do was to try to bring some resolve to the question of providing health care to people who are unemployed. We provided over $70 billion in our substitute for tax incentives, corporate and individual taxes; and we did this because we seriously believe that we do have to do certain things in order to create capital, in order to create investments, in order to allow people to be able to invest. But we truly believe that we should have had an opportunity to come before you today and say that the people who are left out of this bill, or the people who are left to the governors to do what they have to do, or the people that may be left up to the Secretary of the Treasury, that we just do not have a provision here that I can explain or that you can explain to the people who have been left out.
