Mr. Chairman, I would note that this amendment prevents U.N. Climate Change Treaty restrictions from applying to our United States armed forces. It has been endorsed by our major veterans' groups, the Veterans of Foreign Wars, the Navy League and the Air Force Association. The Department of Defense does not oppose the amendment. It implements current administrative policy to prevent the Kyoto Climate Change Treaty from cutting our national defense. Mr. Chairman, I urge my colleagues to support the amendment.
