I rise in support of the redesignation of the Washington National Airport as the "Ronald Reagan National Airport." President Reagan's dedication to a safe world, coupled with a strong and prosperous America, secured the status of our nation as an international leader, and led directly to the economic and political successes we have in recent years achieved. The roots of Communism's worldwide collapse can be found in the Reagan Administration's effective defense strategy, which has as its cornerstone the truism that negotiations can take place only from a position of strength. It is appropriate that we honor former President Reagan in this manner because it was his Administration which transferred, in 1986, all Washington airports to a local authority. This ended 45 years of inefficient and expensive federal ownership, and opened the door for privatization. This, in turn, paved the way for much-needed airport modernization projects. With Mr. Reagan's 87th birthday occurring on February 6, 1998, it is appropriate that we approve this legislation immediately, to make it a fitting tribute on a milestone occasion.
