In 1991, the United States recommended to NATO that it consider procuring an airborne ground surveillance capability to complement the air surveillance capability of the NATO AWACS fleet. The AWACS system has effectively provided our pilots with a map of the skies, however, it is not designed to observe real-time movement of ground forces on the battlefield at extended ranges. It is, therefore, in the best interests of the United States and the NATO alliance to expedite a program which will provide our ground forces with the same ability to see the battlefield that our pilots currently enjoy with the AWACS fleet.
