I think is a step backward in a struggle for democracy in Cuba, and I urge my colleagues to oppose the amendment. I support this second-degree amendment... which will give the President the flexibility that he must have to decide if and when to adjust the strategy of our Cuba broadcasting. Our pro-democracy efforts in Cuba are at a critical point. Accordingly, I agree that it is vital that we let the President assess the importance of TV Marti to our overall strategy in communicating with the Cuban people.
