I think it's both. It's going to be pulled. It already has been pulled. No member of Congress are going to vote on this while there's a chance that something like this could happen.

Yes, this is one of those weird issues, John. Dick Cheney is right. Barack Obama is right and Paul Begala is wrong. And that doesn't happen too often.
