Much has been mentioned on this floor about what has been left out of this report and things put in that were extraneous. Well, I do not know how those of us on the Committee on the Judiciary can support this bill when so much of the work we included in the bill was stripped out of it. My colleagues on the other side of the aisle, when they visited New York, were amazed and awestruck about the level of preparedness we in New York had, and I think even the Speaker said that we need to do more for New York. In the September 11 report, they said we need to do more. In our committee we included a provision to fund the anti-terrorism cops. Stripped out in this bill on the floor. We included a provision to allow all localities to make retroactive application for funds. Stripped out in this bill. We certainly did not include any language to have a minimum guaranty for cities like New York, to make sure if the list grows too long, they still have the basic amount they need.
