H.R. 5401 provides a one-time grant--from $5 million to $10 million--from the Department of Homeland Security.

And you know what? You said it best when you said it penalizes operators, and it's just another tax.

This is actually, in fact, partisan, because Democrats and their legislation have created this issue.
