I have only asked for 30 seconds because I think this is a very straightforward message. We can wring our hands, analyze, reanalyze, and re-reanalyze why Romania should not get annual MFN status. But the facts are that this is a 23-million person nation. They are the only member of the World Trade Organization who is not afforded this status. They are supportive of the United States. They have gone through a wrenching 50 years. They are struggling to become a responsible nation. We should encourage this. I urge Members to support H.R. 3161.
