I would like to talk against this amendment. I have been in the foundation field all my life. I frankly feel this is a smokescreen to curtail their activities. There is not a single shred of evidence from the GAO, the Inspector General, any of the accounting offices, or the IRS to say that any Federal money has been used for lobbying, period.
