I want to thank my colleague from the Empire State. Recently a leader in the other House said, ``I hope this Congress has had a very good learning experience, especially those newer to this body.'' Essentially saying that you new people need to learn how we do things here in Washington. Well, as the newest Member of ``how we do things here in Washington'' for about 122 days, I can assure you that the people who gave me this job know how we do things here, and they're tired of it. They understand that Washington has a fatal spending problem. They understand that the answer to every question is not more Federal spending. That is the problem--more Federal spending. I find it interesting to hear my colleagues from both sides of the aisle talk about, we need to pay our bills. We need to talk about what we incur as bills before we take more money from others. This is not a problem that we got here by ourselves in a partisan manner. It was in fact a bipartisan problem. But to treat the solution as one that requires only a one-sided solution or another gets us to this point that I find it incredible that people would talk about wreaking havoc on the economy and also about sending the wrong message for confidence. For the first time in the history of this Nation, we've had our credit rating downgraded because of what we're doing here. This is not about whether we will pay our bills in the near future or not.…
