I would say we are losing ground. A little while ago we only had one Member who was concerned; now we have two. This has been going on literally all this day. I repeat, I certainly understand the point by my friend from Colorado, but the fact is, we need to move this legislation. This does not prevent anyone from offering an amendment. They can offer amendments to their heart's content. But we need a list of finite amendments so the managers can work on these amendments to move this legislation forward. I think it is really too bad that we can't get a final list of these amendments. Senator Warner and Senator Levin have worked very hard on this legislation. It is important--I repeat--to this institution and to the country to get this legislation passed. So I am very disappointed we were not able to do this. I hope we can do it at some subsequent time. And I hope that subsequent time is not far in the future.
