Mr. President, this Senator, like everyone else in this Chamber, realizes the need to address the threat of cyber attacks. The impact of these attacks is a matter of individual financial security as well as America's national security, and I contend that these efforts must not interfere with Americans' privacy. In doing so, the cure, which is this piece of legislation, is worse than the problem. I have said it before and I will continue saying it, privacy for Nevadans is nonnegotiable. Nevadans elected me in part to uphold their civil rights and their liberties, and that is what I am on the floor doing today. That is why I fought for passage of the USA FREEDOM Act. That is why I offered my amendment being considered on this floor this given day. Hundreds of Nevadans have reached out to my office expressing concerns about the Cybersecurity Information Sharing Act, saying it did not do enough to safeguard their personal information. Also tech companies, including Google, Apple, Microsoft, Oracle, and BSA Software Alliance, all expressed the same concerns about privacy under this piece of legislation. It is our responsibility in Congress to listen to these concerns and address them before allowing this piece of legislation to become law. I recognize the chairman of the intelligence committee does not support my amendment and has been encouraging our colleagues to oppose it. With respect, however, I believe my amendment is a commonsense, middle-ground amendment.…
