the Colorado River is the lifeblood of the West. It supplies many of our communities with the majority of its water. The ongoing drought is threatening shortages, reviving the old Mark Twain saying that ``whiskey is for drinking; water is for fighting over.'' In response, the West has teamed up to establish the Colorado River System Conservation Pilot Program, an innovative effort to improve levels in our reservoirs. It is very clear the program is working well. Nineteen agreements have come together, saving 80,000 acre-feet, enough western water for 160,000 households. Increasing our region's water security is essential to Western States. Without water, we cannot grow. I would urge this body to support this extremely important western initiative. I yield the floor.
