So when you have half the cases coming in, reading this GAO report, on the violent crimes it is 52 percent where there is a declination, and on the less violent it is, I guess, 40 percent, that doesn't send a very strong signal, does it?

I was appalled by the findings of a recent GAO Report that US Attorney Offices have a declination rate of about 50 percent for crimes related to Native Americans.

Addressing violence against women and children should be a priority for tribes, federal agencies and congress.

The rate of violence against women in Indian Country is abhorrent.

The key is breaking the cycle, and the way to do that involves a number of approaches, but one of the most effective is letting people know that you are going to have law enforcement on the beat.
