What was offensive about this particular amendment that simply says no Federal funds may be used to condemn, and it just gets really clear, because again, those of us in the West, maybe we're overly sensitive, but so much land has been taken from us that it is, it is a point at which we begin to resist. Why wasn't that amendment simply agreed to?
