Although I don't always agree with the administration, I would say that the same administration he was praising has issued a veto threat because there is a constitutional abridgement that's possible in this bill, a takings violation, from the royalty structure. That would be a violation of the fifth amendment of the Constitution. I believe that this work in progress should be sent back to the committee.
