I, too, appreciate the gentleman's concern and support the goal of the section 515 program. Unfortunately, our lower allocation for the entire appropriations bill this year necessitated a careful review of our funding priorities. We simply do not have the ability to fund programs about which we are uneasy. While many members of our subcommittee support rural housing programs, section 515 has been beset with problems, as mentioned in the colloquies that have taken place before this one. The Agency, through administrative actions, has addressed numerous weaknesses in the program, however, statutory changes are necessary to further rid the program of fraud and abuse. The House has acted twice on the reforms. It is now time for the Senate to act. Of course, we would be willing to consider the gentleman's request once we have seen movement by the Senate on this particular program.
