Another study, in 1992, in 'Family Planning Perspectives'--a publication put out by Planned Parenthood, by the way--found that the overall failure rate of condoms in the United States is 15 percent. And finally, a 1993 review by the University of Texas of 11 different studies published on the effectiveness of condoms in reducing HIV infection among heterosexuals found that condoms reduced the risks of HIV infection by just 69 percent--hardly the 100-percent iron-clad guarantee our kids are led to believe when the schools hand the condoms out.”
