I do not quite understand his position on that because this is a very fine document written by and introduced by a distinguished majority leader of the Senate in April 1993. True enough it was first introduced during a different set of circumstances with a different President. But as I have said ad nauseam so many times, I disagreed with President Bush. He had gone over to China and he had certain attitudes which I understood, and I am not trying to say yea, yea, yea, you said so and so. I just thought George Mitchell was right then, and I think what he said then is right now. I do not see where it is unacceptably confrontational.
