There was a poll in Germany that came out just about the time that we got there, and it showed that the German people had 85 percent unfavorability toward the United States and only 10 percent favorability.

We have to be in Europe in alliance with the Europeans, and that is how we have kept the peace and great power relationships since the Second World War.

We are going to fight two big battles with the authoritarian powers in the years ahead.

This is about our future, because we cannot preserve a democratic, united, peaceful Europe without NATO in it.

We hope, I certainly hope, that Congress can right the balance.

We have always had Presidents, Republican and Democratic, who believe in NATO.

Much of what we have achieved may be at risk, as President Trump has belittled and, in my view, weakened NATO.

I believe the value of NATO is absolute or as near absolute as it gets to mitigate war, to deter, and when there is a problem to act decisively as a team to thwart any potential adversary.

Sometimes an indictment sharpens the mind.

Let's indict Maduro.

I do believe all cards should be on the table.

What kind of game-changer might it be if Maduro were to be indicted?

In this battle between democracy and dictatorship, we must stand on the side of the Venezuelan people who are clearly demanding change.

I do not feel that military intervention is the answer to this problem. It is not the way to bring democracy back to Venezuela.

I strongly support your resolution, H. Res. 156, calling for accountability and justice for the assassination of Boris Nemtsov.

The Crimea Annexation Nonrecognition Act puts that conviction into law by stating that the United States will not recognize Russia's claims of sovereignty in Ukraine.

It is horrible that in 2019, we still live in a world where human beings are held in slavery. It is a moral outrage.

I have been a strong supporter of Ukraine being admitted to NATO and I think we should pursue that down the road.

So it is up to Congress to assert American leadership on this issue and Putin's strong arm tactics extend beyond the authoritarian rule in his own country.

I do urge the Speaker, respectfully, and the majority leader to bring the bill up quickly. ____________________
