The right to freedom of religion includes: The right of Buddhists to carry out activities in temples independent of state controls over religion

Members of the U.S. Congress and Administration officials should urge China to commit to a specific date for ratifying the ICCPR.

The Administration should raise this recommendation during China's Universal Periodic Review before the UN Human Rights Council on October 22, 2013.

China must take a number of concrete steps to come into conformity with the specific provisions of the ICCPR.
