Well, like thinking about all the multiple duplicative programs, it is like they keep living, nobody reviews them, nobody has any accountability on it.

I almost like the idea that no one can propose a new program unless they justify that there is not another program that does what they are proposing to do.

I think that is one of the challenges we face around here.
