It is not our fault that Cuba is repressive. It is Castro who is to blame. Appeasing Castro by instituting the commission whose stealth objective is to lift the embargo without Castro having undertaken any reforms is nothing more than a unilateral and unwarranted concession to a regime which refuses to concede even the smallest effort to reform human rights. This is not the appropriate vehicle for this bill, the Armed Services Committee. There are other important things with which we need to deal. Cuba should first change its policy toward its own people, and after that, the United States can change its policy toward Cuba.
