There are many things that happen in war of which, when we look back, many of us on both sides of the aisle are not always proud. But I want to point out that sometimes things happen that must be corrected just because it is the right thing to do. This amendment I am offering is likely to be mischaracterized. There will be a lot of things said about what my amendment does not do. I want to make sure everybody understands what my amendment does. This concerns something that happened during World War II. I want to refer to it before I go to the actual context of the amendment. There is an article written by Peter Maas I want printed in the Record which is entitled ``They Should Have Their Day In Court.''
