Accompanying the amendment were floor statements expressing our intent that the offset be derived from within the Department of Commerce, and specifically within Function 370. After negotiations with Senators Leahy and Feingold and other Democratic colleagues who cosponsored the amendment, we reached a bipartisan agreement that the $200 million would come from within the Commerce Department.
