The text of the amendment is as follows: At the end of subtitle D of title I of division A, add the following: SEC. 1431. GOVERNMENT ACCOUNTABILITY OFFICE STUDY ON COST OF COMPLIANCE. Not later than 90 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that describes the cost to the Federal Highway Administration of compliance with Federal statutes and regulations as a percentage of the overall spending by such Administration. The CHAIR. Pursuant to House Resolution 507, the gentleman from New Hampshire (Mr. Guinta) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New Hampshire.
