Many times as I visit our veterans facilities it is the lower-income veterans who don't have access to private care, they don't have access to private insurance; this is their provider of choice.
I think certainly other alternatives are going to be part of it, also I think education and expectations of patients is going to be an important aspect of beginning to change that.
