And reclaiming my time, that's the reason for our opposition here. The Treasury Department--it wasn't Republicans. It was their own administration and the Cabinet Member, Mr. Geithner, that said TARP doesn't have the powers to be a legal aid fund, so it takes them to have to change this. I kind of heard both things here, that if the administration was agreeing to this or saying that this was the right thing for TARP or that they had the powers, why was this bill even necessary? But let's say TARP was necessary, or this bill is necessary, because, as Geithner said in the September 13 letter, they don't have the power. So now, 2 years after the fact, they want to change TARP to become a legal aid fund. I was part of the group that held out our votes because we wanted to make sure that this wasn't going to be a fund that was going to be continuously used, that every dollar that was going to be spent had the opportunity to be recouped so that the taxpayers at the end would not be out any dollars. This changes the whole philosophy of TARP for many people that voted for it.
