Thank you, Mr. Fortenberry. I think the language is innovative and absolutely necessary, and I compliment you on your perseverance on this issue as well and on the insertion of this language into the bill. Mr. Chairman, the lend-lease or the leaseback provisions could be helpful. There are at least two community options that, I think, are highly credible options. One of them would be a leaseback type of option. The VA does that on clinics, but they refuse to do it on hospitals.
