I speak today regarding section 131 of the Financial Services and General Government Appropriations Act, 2015. This section is a very important provision that requires the Treasury to report to Congress each month on the number of individuals who have failed to pay their Obamacare insurance premiums. Earlier this year the House passed my bill, H.R. 3362, the Exchange Information Disclosure Act--which also sought basic information on the exchanges. This should be easy. What we're talking about today is basic transparency and accountability. We are asking for information that any entity overseeing a health insurance operation should have at the tip of their fingers at all times. If my friends on the other side of the aisle are so confident about health care reform, this will prove it's working as intended. The CHAIR. All time for general debate has expired. Pursuant to the rule, the bill shall be considered for amendment under the 5-minute rule. During consideration of the bill for amendment, each amendment shall be debatable for 10 minutes, equally divided and controlled by the proponent and an opponent, and shall not be subject to amendment. No pro forma amendment shall be in order except that the chair and ranking minority member of the Committee on Appropriations, or their respective designees, may offer up to 10 pro forma amendments each at any point for the purpose of debate.…
