It is deplorable, Mr. Chairman, to think that America's Federal prisoners are granted access to vulgar, sexually explicit materials while serving time in our Federal prisons. Those predators who prey upon our families deserve to be treated like they are behind bars, not like they are in an adult book store. Far too often, those individuals convicted of crimes have the opportunity, while in prison, to use materials that glamorize the very acts for which they were convicted. It's amazing to think that after this House passed the Defense authorization bill, which banned pornography from our Nation's military bases, that we would still allow Federal prisoners to use sexually explicit materials. If restrictions are placed on those men and women in our Armed Forces, then the same should apply to Federal prisoners. The time to reform our Federal prisons has come. For too long liberal judges, slick criminal defense attorneys, and misguided policies have turned prisons into playhouses. It is time to fix these problems and I believe that this piece of legislation will help us reach this attainable goal. It is time to stop this ridiculous cycle of hypocrisy and end prisoner's access to sexually explicit materials. I believe this bill will make sure prisons are punishment, not playgrounds. Vote ``yes'' on the Ensign amendment. It's the right thing to do.
