I am proud today to rise for the 11 million children who will have health coverage when we pass H.R. 2 for the first time and it's finally signed into law by the incoming President. CHIPRA will make a significant down payment on President-elect Obama's and our promise to insure all of our children. And it rightfully refuses to leave out children and pregnant woman legally admitted into our country. It includes dental and mental health care, and will help eliminate health disparities because many of those covered children will be children of color. Healthy children have a better chance to also become healthy adults. It's the right thing to do. It should not have take this long, and I urge my colleagues to pass it for the good of our children and the good of our country.
