When one talks about containing costs as the driving force or making profits on the other end, the driving factor for pursuing managed care, a lot of people are left out for whom it is very expensive to provide health care. They are largely the poor people who have not had access to health care for many years; people of color in this country who have not had access to health care; people in our rural areas. So we have to end this two-tiered system that our colleague just referred to of health care in this country and make sure that that quality health care is equally accessible to all of our citizens and residents in this Nation.
