I would certainly say that I am one of those who for a long time has supported a constitutional amendment to balance the budget, and I intend to support one when it is finally presented in some form, if that form does not raise too many barriers. If I am presented with a constitutional amendment that says but you cannot touch this and you cannot touch that, I may be in a position of having to say that that kind of a constitutional amendment is unworkable and under those circumstances I could not support it. But I want to make it clear that this Senator supports a constitutional amendment to balance the budget but not just any one.
